Preheat oven to 375 degrees.
Combine flour, sugar, baking powder, baking soda and salt into a bowl.
Using a pastry blender cut the butter into the flour mixture until it becomes a cornmeal like consistency.
Add the flour mixture to a bowl fitted with a dough hook attachment.
Add raisins and caraway seeds and start the mixer on low.
Add the beaten egg and buttermilk and continue mixing until the dough pulls away from the sides of the bowl and forms a ball.
Grease an 8" cake pan with butter and press the dough evenly into the pan.
Cut a "cross" into the dough using a butter knife and brush the top with milk.
Bake at 375 for 35-40 minutes until golden brown on top.
